Dr. Jinni Amin, PhD, is a Strategic Consultant for Hopper Consulting. She brings over 12 years of experience supporting defense and federal civilian agencies in stakeholder engagement, healthcare operations, regulatory strategy, digital modernization, and strategic planning. She serves as a strategic communicator, subject matter expert, and growth advisor, and has worked closely with C-suite leaders across government on mission-critical transformation initiatives at the Food and Drug Administration (FDA), Centers for Disease Control and Prevention (CDC), Veterans Affairs (VA), and Defense Health Agency (DHA).

At CDC, she led the National Center for Immunization and Respiratory Diseases (NCIRD) COVID-19 Scientific Reviewers and Data Surveillance program, streamlining workflows and aligning execution with evolving public health priorities. At FDA, she advanced enterprise analytics and regulatory modernization through strategic roadmap development. For the VA’s Electronic Health Record Modernization (EHRM) program, she developed deployment tools and implementation frameworks to guide nationwide transformation. At DHA, she served in the Director’s Action Group (DAG), where she led strategic communications for innovation and modernization efforts, including the launch of the agency’s first Strategic Innovation Cell and the Military-Civilian Partnership Program to strengthen trauma readiness and integrated care delivery.

She is a recognized expert in public health strategy, federal health communications, and interagency stakeholder alignment. Known for translating complex policy and scientific priorities into actionable strategies, Jinni has helped multiple firms secure over $200M in competitive federal contracts and expand into new markets.

She holds a Doctor of Philosophy (PhD) in Epidemiology, a Master of Public Health (MPH), and a Master of Business Administration (MBA).
